It will be good if clients could upgrades or downgrades packages in client portal;
It could be added in Package Action in clientportal and generate invoice for this;
I think first level beter to create a ticket for calculating different price and after that you can work on a senario for generating differntial invoice;
I think I got a better idea for this...
Have the usual "upgrade/downgrade" AND the ticketing "request" thing to boost. :)
