Allow Customization of "Forbidden" message for blocked IPs

When an IP is blocked (banned), the user is presented with a White page that says forbidden and gives the admin email account from Client Exec. This is not a real "403" error, just a page in ClientExec. I was blocked by entering my password wrong a few times and thought my install was bad when I saw forbidden. It took me over an hour to figure out it was a banned IP issue so I logged in from my phone and whitelisted the IP. But my fear is customers seeing this. I would rather have control over this. Some ideas (1) Allow me to specify a link to a forbidden page that I already created (2) Make the system generate a real 403 error, then we can use htaccess to control how 403s are routed or (3) Give us the ability to control the message that is displayed.

We are currently sending "HTTP/1.0 403 Forbidden" as a header, so I'm wondering if that's not actually sending the proper response code.

I'll take a look, but if you want to open a support ticket, or hop on our slack (http://slack.clientexec.rocks) we can work with you to get it a real 403.

So it looks like for a custom one, we couldn't do #2. Would have to go with #1 or #3.

I'll update this again when we have more information on what we're going to do.
